The government violates the independence of the regulatory for the serbian telephony operato

Kosovo Government has obliged the Regulatory Authority of Electronic and Postal Communications to authorize the new enterprise "MTS" D.O.O.as a mobile telephony operator.

"The Government of Kosovo has adopted a decision which instructed the Regulatory Authority of Electronic and Postal Communications to issue a temporary and limited authorization for operation for the new enterprise "MTS" D.O.O. The decision will enter into force when the international telecommunications authority allocates a dialing code to the Republic of Kosovo", reads the Kosovo government’s announcement.

On the  website of the Kosova Business Registration Agency, the “MTS” D.O.O Comopany is listed as a limited liability company. Its owner appears to be "Telekom Srbija AD Beograd”, whereas the contact person for the company is Ilija Ivanoviæ.

The Minister of Economic Development, Blerand Stavileci said that the authorization will be temporary and limited. The same, according to him, will enter into force on the same day when the International Telecommunication Union allocates the national dialing code +383 to Kosovo.

The decision follows an agreement reached in Brussels in the dialogue between Kosovo and Serbia which guarantees Serbia the presence of a mobile phone operator in Kosovo.
"This decision is based on article 92, paragraph 4 and article 93, paragraph 4 of the Constitution of the Republic of Kosovo based on the Law on Ratification of the first International Agreement of Principles governing the Normalization of Relations and the Telecommunications Agreement between the Republic of Kosovo and the Republic of Serbia ", said Minister Stavileci.

MTS will be a mobile phone operator. It will be the third operator of mobile telephony in Kosovo, following the mobile telephony operators Vala and IPKO.

In the beginning of 2016, The European Union has announced that Austria applied in ITU for a national dialing code to be allocated to Kosovo according to the agreement in Brussels.
