Kosovo Spatial Plan 2010-2020 is approved

In its 134thmeeting, with the decision 01/134, the Government of the Republic of Kosovo approved the Kosovo Spatial Plan 2010-2020. Law on Spatial Planning authorizes the Ministry of Environment and Spatial Planning as the responsible body for drafting the Kosovo Spatial Plan. The Kosovo Spatial Plan 2010-2020 is a supplement of the draft-document Kosovo Spatial Planning 2005-2015, which was approved in principle in the Kosovo Assembly on January 2007. Because of the political changes, which made new changes in the spatial planning, it was necessary undertaking additional activities for harmonizing and supplementing this document.

Spatial Planning is the planning of the physical space surrounding us: spaces where our houses are built, spaces in urban and rural zones, spaces where our working places are located, spaces of the roads, infrastructure, and environmental and cultural heritage. The Kosovo Spatial Plan is a document which should promote common interest of the citizens living in Kosovo, for a faster economic development, in order to improve the quality of life, but in the meantime to protect resources, environmental and cultural heritages.   This Spatial Plan will:

  • Guide sectors and governmental agencies in drafting and implementing policies and decision for public investments, which have significant spatial dimension or may be affected by space;
  • Guide approving policies about strategic investments in infrastructure, especially in transport and telecommunication; guide policies about the placement of industrial development, housing, services, rural development, truisms, and environmental and cultural heritage;
  • Support balanced development between developed zones and those with law economic development;
  • Defines strategic locations, that will favor not only urban zones, but rural zones as well;
  • Identifies the role of key citizens in general development of socio-economic and cultural aspects;
  • Also, spatial plan should be a guide while drafting other development plans in the local or municipality level;
  • Establishes principles of good practice of spatial planning, to enable that the placement of population, employment and use of natural resources, serve better to the sustainable economic development and to the quality of life

Even though it is an important document to be consulted from all citizens of Kosovo, The Spatial Plan 2010-2020 is still not published in ant of the official web pages of the institutions within the Kosovo Government. The responsibility for publishing the Plan is on MESP and on the Institute for Spatial Planning.
