In its 141st meeting, with the decision 10/141, the Government approved the proposal of the Ministry of Economy and Finance to appoint Naim Huruglica for the position of the General Director of Customs. MEF, in compliance with paragraph 4 of Article 4 of the Code of Customs and Excises of the Republic of Kosovo – No. 03/109, had published a vacancy announcement for the position of the general director of Kosovo Customs. A total of 18 candidates applied for this position, 13 from the customs staff and 5 other candidates. The Commission was consisted of three members: the highest-ranking civil servants within MEF - the acting official of the Permanent Secretary, the Director of Treasury and the Director of Tax Administration. After the selection process was completed, the Commission came up with a list of three candidates on which occasion they proposed the Ministry of Finance and Economy, in consultation with the Office of the Prime Minister and according to procedure, to appoint one of the three candidates. Therefore, MEF proposed Mr. Naim Huruglica to be named the General Director of Customs with a 3 year mandate (minimal mandate) up to a 5 year mandate.
Naim Huruglica was an employee of Kosovo Customs since 1999. As of 2002, he was a member of the leading structures of Kosovo Customs, whereas in April 2007 he was appointed in the position of the General Director of the UNMIK Customs Service as the first kosovar in this prestigious position, a mandate which lasted until December 2008. Even after his discharge from this position, from the Prime Minister himself, based on accusation for misusing his official position, he was appointed and proposed again for the position of the General Director of Customs. Mr. Huruglica is a graduated economist and he has also completed his MBA in the University of Sheffield.
