Fulfillment of promises of Mayors by half mandate

GAP Institute has published in the electronic platform "Municipal Identity Card" the progress of the mayors in fulfilling the promises given in the last local elections of 2017. The platform has been updated with information that summarizes data from the beginning of this mandate until December 2019, respectively half of the current mayors mandate.

From the total of 903 promises identified by GAP Institute, until December 2019, municipalities have fulfilled 304 promises, 171 promises result partially fulfilled, 233 promises have started to be fulfilled or there are initiatives to fulfill them, while for 195 promises have not been identified any municipal initiative in fulfilling them.

Areas where progress has been made in fulfilling the promises are infrastructure, public services, agriculture and social policies. Thus, from all the promises given, in the field of infrastructure 339 promises were given, where until the mid-mandate in this field are fulfilled 129 promises, in the field of public services 104 promises were made while 45 were fulfilled, in the field of agriculture in total 46 promises were given, 27 of which were fulfilled while in the field of social policies 31 were promised and 22 of them were fulfilled.

Areas where there are delays in fulfilling promises are education, economic development, health and culture. In the field of education, 126 promises were given, while only 22 were fulfilled, in the field of economy we have identified 71 promises while only 13 have been fulfilled, in the field of health there are 64 promises, whereas only 12 are fulfilled, while for culture were given 54 promises where only 9 have been fulfilled.

GAP Institute monitors the fulfilment mayor promises only in 26 municipalities, because some of the current mayors have not conducted electoral campaigns. Municipalities like Skënderaj, Mamusha and the 10 populated Serb majority municipalities did not disclose any election program and did not provide concrete promises during the last local elections.

GAP institute, by evaluating election promises, aims to hold elected mayors accountable for their promises. Evaluation of promises is done periodically through collaboration with local organizations.
