The government approves salary allowances after the cessation of the Cadre Fund Scheme

From 2009 until 2015, a selected number of public servants within the Government of Kosovo have benefited from the Cadre Fund Scheme. The number of beneficiaries was initially eight but ended up being 222. However, since 2016 there is no separate budget for the Cadre Fund Scheme which implies the cessation of the fund. Nonetheless, on March 4, 2016 the Government has made a decision through which it approved allowances amounting to 50% of the base salary for a number of public servants in the Ministry of Finance. The allowance beneficiaries will be compensated retroactively from February 1, 2016.

The government had retroactively compensated the beneficiaries of the Cadre Fund the previous year as well. In April of 2015, the government suspended the Cadre Fund, but on August 12, 2015, in another decision, the Government had retrieved the Cadre Fund, but cut the budget from one million to 500 thousand Euros as well as set limits for the level of salary allowances from 100 to 500 Euros per month.

After retrieving the Cadre Fund, GAP Institute had published an analysis which concluded that the Cadre Fund over the years has deviated from its original purpose and that it has transformed into a fund for managerial positions although it initially was intended for deficient positions.

The analysis also found that many of the beneficiaries of this scheme did not meet the criteria set by the Cadre Fund Regulation. Most beneficiaries did not possess advanced university education, while many of the positions were not deficient positions in the market. The Government had established the Cadre Fund Scheme at the end of 2008, based on the proposal of the GAP Institute.
