The Draft law on Museums is approved with remarks

The Draft law on Museums is part of the Legislative Plan of the Ministry of Culture, Youth and Sports, which is also foresees in the Legislative Strategy 2010. This law aims to develop the museum activities, functionalizing, protection, preservation and presentation of various legacies of cultural and historic identity of Kosovo, as well as creating the conditions and respective rules for functionalizing the field of museums in Kosovo. The museum activities are a public and national interest for developing, presenting, protecting and preserving the cultural legacy. Professional and scientific museum activities are in the function of creating, studying and managing the museum collections. This draft law regulates the following main segments:

 

  • Fundamental activities of museums;
  • Establishment and type of museums;
  • Creation and study of museum collections;
  • Inventorying, restoration, preventative conservation and preservation of museum collections;
  • Institutional network of museums;
  • Mother Museum – National Museum of Kosovo;
  • Structure, professional titles and museum titles;
  • Museum presentation;
  • Museum education and context;
  • Museum Council of Kosovo and;
  • Financing and return of museum collections.

This draft law has significant budget implications. The cost is estimated at approximately 1.5-1.9 million euros annually, out of which 1 million euros are capital expenses whereas the remaining part is operative expenses. Moreover, the draft law also foresees an increase in the number of workers for more than 100 new workers. All these budget implications were not foreseen in the Medium Term Expenditure Framework 2011-2013.
