During three years of implementation, it was seen that the new Constitution had many gaps and difficulties in interpretation, even though Kosovo Constitution is a voluminous document. 

Deficiencies in Kosovo Constitution came as a result of a closed process during its drafting and approval. However, the so far process of amending the Constitution from an agreement of three political parties, lets us understand that the process of amending and supplementing the Constitution is going to be a non transparent process without including civil society and independent experts.

GAP Institute, through this analysis, describes the non-democratic process of approving the Kosovo Constitution, improper steps taken for amending the Constitution, and gives recommendations on a more transparent and inclusive process.
