The GAP Institute has published on the electronic platform “Municipal ID” the final assessment regarding the fulfillment of promises made by the mayors of Kosovo municipalities for the 2021–2025 mandate.
Out of a total of 1,815 promises made by 27 mayors, during this mandate 918 promises have been fulfilled, 234 promises are partially fulfilled, 281 promises have been started, and 382 promises have not yet begun implementation. As in the previous mandate (2017–2021), when 51% of promises were fulfilled, the fulfillment rate in the current mandate remains the same at 51%.
By sector, the highest fulfillment rates were in healthcare (66%), education (63%), administration (58%), and social affairs (55%). Conversely, the lowest fulfillment rates were in urban planning (34%), infrastructure (37%), and public services (41%).
Of the 382 promises that have not yet started, 98% are the responsibility of the local level, while only 2% require inter-institutional coordination to be realized.
Compared to previous mandates, the 2021–2025 mandate recorded the largest number of promises made in local elections. Specifically: in 2007–2009 there were 129 promises, in 2009–2013 530 promises, in 2017–2021 930 promises, and in this mandate 1,815 promises were monitored and evaluated.
During the last election campaign, GAP Institute did not record any electoral promises in the ten municipalities inhabited by the Serbian community and in Mamushë Municipality, as mayoral candidates in these municipalities did not make any promises during the campaign.
Through the project “Municipal Accountability”, the GAP Institute will continue monitoring the fulfillment of promises in the next governing mandate 2025–2029.
