GAP published the report: Municipal ID 2025

Today, GAP Institute published the new report “Municipal ID 2025”, which presents the trends of key developments in Kosovos 38 municipalities, covering areas such as demographics, territory, education, social welfare, administration, budget, entrepreneurship, public services, and transparency.

The findings reveal significant demographic, economic, and social changes. The general population decline, internal migration toward urban areas, the high number of unused apartments/buildings, changes in the number of students and teaching staff, and other similar factors reflect shifts in the population distribution within Kosovos municipalities. Meanwhile, although the total value of municipalities budget has gradually increased over the past decade, own-source revenues remain low, and the level of uncollected debts continues to be high. Furthermore, municipal expenditures due to enforcement and court obligations have doubled in just one year, creating additional pressure on municipal finances.

In the field of entrepreneurship, large municipalities continue to be the main economic centers, generating the majority of business turnover as well as the registration of new businesses.

The report also highlights the gender gap in leadership positions within municipalities. Despite some improvements in budget transparency and the overall increase in employment, municipal performance in key areas remains low. These findings demonstrate the need for more inclusive and effective policies for more sustainable local planning.
