GAP Institute today has published an analysis titled “The usage of electricity for heating – the impact of cogeneration in energy consumption”

Kosovo’s Government and the Municipality of Prishtina with the help of international donors by the end of 2014 managed to operationalize the project of cogeneration – or the connection of “Kosova B” power plant with the central district heat plant Termokos. This investment of 37 million euro very quickly produced positive results and it is one of the most successful capital investments of the recent years.   

GAP Institute has analyzed the impact of cogeneration in electricity consumption in Prishtina. As part of the analysis, GAP has surveyed 350 clients of Termokos in order to compare the two last winter seasons: the one before cogeneration (December 2013 – January 2014) and the one after cogeneration took effect (December 2015- January 2015). 

While presenting the findings, Blend Hyseni, researcher at GAP Institute, has said that the electricity consumption, as a result of the cogeneration project, has decreased for 34%, payment collection has increased for 176%, and the dissatisfaction with the quality of heating has decreased from 94% to 8%.

The representative of the Municipality of Prishtina, Mr. Genc Bashota, emphasized that this year an expansion of the network has not been planned because of the undergoing renovations of 50 substations and reparation of the tubes that carry heating. Nest year, the network will expand in the neighborhoods which have more residents and this expansion will continue annually. 

On the other hand, the representative of German Embassy, Mrs. Kötter has said that the Government of Germany will aid with an additional 5 million euro in network reparation and expansion.

From this analysis of GAP Institute, it is concluded that in the neighborhoods connected to the district heating for 2 months 602,897 euro or 6,512,559 kWh have been saved. If this amount is projected for 5 months or the whole winter season (15th of October – 15th of April), the results suggest that 1,507,167 euro and 76,281,396 kWh have been saved. The replacement of electricity heating with central heating in Prishtina would save over 7.5 million euro annually, whereas the cost of the whole project of cogeneration amounted to 37 million euro. In less than 5 years, savings from central heating would breakeven and at the same time Prishtina citizens would have a more qualitative and stable heating.
